That response likely derived from the ridiculous period after Jan. 6, when Ms. Haley criticized Mr. Trump harshly, then seemed to dial it back. Part of it is the smooth, pain-free way Ms. Haley entered and extricated herself from the Trump administration, after criticizing him in 2016 and endorsing Marco Rubio.
